Responsive web design is the practice of designing a site that will work across a range of displays, from smartphones to 4K monitors.
Depending on the width of the display the site is being rendered on, the elements of the pages will re-order themselves in such a way that wherever the page is being displayed it will look like it was designed for that screen.
If we use the analogy of building a house, the web designer is the architect and the web developer is the builder.
Web design deals with how a website looks and feels to the visitor, blending aesthetics and usability into a site that should give the best user experience. Web development deals with turning those designs into pages and code.
The answer depends very much upon the website needed and the client. Since all our sites are bespoke, there is no one size fits all answer to this question. The quickest we have delivered a site was in a single day, though it was a special set of circumstances (not least of which that it was a single page site where the client left all design decisions to us).
To give a rough idea, the average turnaround for one of our sites is 6-12 weeks from the initial Website Workshop meeting. The actual time spent on any site is dictated mainly by how complex the site is and the quality of communication with the client.
